  The standard was jointly drafted by the Science and Technology Evaluation Center of the Ministry of Science and Technology, China Science and Technology Evaluation and Achievement Management Research Association, and the Science and Technology Talent Exchange and Development Service Center of the Ministry of Science and Technology. Cultivating and promoting the development of technical managers is an important work arrangement clearly put forward in the Law of People’s Republic of China (PRC) on Promoting the Transformation of Scientific and Technological Achievements and its series of supporting policies, and the 14th Five-year Plan for National Economic and Social Development of People’s Republic of China (PRC) and the Outline of Long-term Goals in 2035.

  As the backbone of promoting the transfer and transformation of scientific and technological achievements, the ability of technical managers has become the key factor to determine the success or failure of the transfer and transformation of scientific and technological achievements. To this end, the Science and Technology Evaluation Center of the Ministry of Science and Technology, in conjunction with a number of senior units in the field of scientific and technological achievements transformation, has comprehensively promoted the development of relevant standards for technical managers’ ability evaluation, and actively created a standard system integrating technical managers’ ability construction, career development and grade evaluation.

  According to reports, the "Technical Manager Competency Evaluation Standard" stipulates the functions of technical managers, the overall requirements of capabilities, the classification and requirements of capabilities evaluation, the organization and implementation of capabilities evaluation and the application of evaluation results, which can be used as a guiding document for evaluating, cultivating, identifying, assessing and motivating technical managers.

  The specification also puts forward the ability requirements that technical managers at different levels should have, focusing on building a capacity building and evaluation system with clear hierarchy, clear indicators and smooth channels, which is conducive to the standardization and unification of technical managers’ capacity building and grade evaluation, and the improvement of the ecological system for the transformation of scientific and technological achievements.

  It is noteworthy that on July 11th, the People’s Republic of China (PRC) Occupational Classification Ceremony (2022 edition) was publicized to the public. Under the guidance of the Ministry of Science and Technology, the Science and Technology Evaluation Center of the Ministry of Science and Technology promoted the inclusion of technical managers as new occupations. The Technical Managers’ Competency Evaluation Standard has formed a competency development system for junior, middle and senior technical managers, which has made the career development channel of technical managers smoother.
